Speaking of California, O'Reilly said, "It's a beautiful state, but what a mess." O'Reilly blamed the state's problems on "entitlement culture" and railed against illegal immigration.       Fine Art Management Corporation is liquidating everything in the Regent and Oceania Cruise Line boutique shops because a new buying office is taking over and, in turn, is able to pass along the savings to customers. "Many of our customers know us as 'the apparel and gifts outlet store,' but we have so much more than Tommy Bahama shirts," said Pam Yudovin.

Loan relief could be in sight
      A revamped business loan program could create more jobs in Camarillo. Bruce Stenslie, president of the Economic Development Collaborative-Ventura County, asked the City Council at its Feb. 11 meeting to invest $55,000 in a $1.4-million program that would make loans available to Camarillo businesses for nearly any purpose.
