KEEPING HER SAFE- Diane Akutagawa, a nanny from Thousand Oaks, brings 2½-year-old Shirah of Camarillo to the Moorpark California Highway Patrol station to ensure that her car seat is installed properly. CHP Volunteer Dave Dowding of Simi Valley informed her that her old car seat was out of date, so he provided a new one for Shirah. "I didn't know that car seats came with an expiration date," said Akutagawa.
