Arts Council holds luncheon, concert
      The Ventura County Arts Council has announced the finalists for the 2007 Art Stars Award. The finalists will be honored at two festive events. The celebration kicks off with the Art Stars Awards luncheon, 11:30 a.m. to 1:30 p.m., Tues., April 10 at the Courtyard by Marriott in Oxnard.
